An initiative of the Bureau of Public Procurement (BPP), implemented through the SPESSE project and supported by the World Bank.
The Nigeria Public Procurement Certification Programme (NPPCP) provides a high quality internationally recognized procurement certification and training. The platform aims to equip professionals with essential skills, knowledge and expertise needed to excel in the dynamic field of procurement. The program is an initiative of the Bureau of Public Procurement (BPP) implemented through the SPESSE project and supported by the World Bank.
The program serves as a platform used by the BPP in achieving Section 5(k) of the Public Procurement Act 2007, particularly in capacity building and professional development. The NPPCP certification framework is structured across four progressive tiers, from Procurement Associate to Fellow Procurement Professional, providing a clearly defined career pathway for procurement practitioners at every level of experience.
This is the Knowledge level and procurement officers are provided with intermediate understanding of procurement activity for outputs typically required in regular procurement operations.
This is the Skill level and procurement officers will acquire skills to solve complex tasks and problems to accomplish sophisticated procurement activities.

Professionalism in procurement has been a long-standing challenge in Nigeria, making the professionalization of procurement functions across both the public and private sectors essential. The development of the Nigeria Public Procurement Professional Certification Framework (NPPCF) aims to address this need by clearly defining and integrating a set of key competencies — comprising knowledge areas, business processes, interpersonal skills, and attitudes — into public procurement practices. This will enhance value for money in public expenditure and strengthen procurement systems across the country. The NPPCF is anchored in the provisions of the Public Procurement Act of 2007, aligning with its regulatory framework to ensure effective oversight and bolster procurement processes within Nigeria's Ministries, Departments, and Agencies (MDAs). The framework is applicable to procurement professionals across both the public and private sectors, establishing a unified approach to improving the professionalism of procurement activities.
